SAR - Tåkelagte politikere?

Valg av nytt redningshelikopter er utsatt nok en gang. Prosessen minner meg dessverre ikke så lite om Balle Klorin og Supperådet. Vi snakker her om en redningstjeneste som er sivil, men som Forsvaret har overtatt. Grensen mellom Forsvar og Politi er utvisket, og i stedet for å tenke helhetlig: Hvilke helikoptertyper trenger vi i ambulansetjenesten, i kontra-terrortjenesten og i SAR tjenesten, så får en altså noe som likner på et militært Combat SAR helikopter. The SAR Helicopter shall be able to fly 230 NM, and thereafter hover for 30 minutes to retrieve 20 rescuees, and return 160 NM to land, without refuelling
The SAR Helicopter shall have an operational radius of between 160 NM and 360 NM, without refuelling, whilst allowing for 30 minutes hover to retrieve between 2 and 20 rescuees, at maximum distance
The SAR Helicopter shall be able to maintain an average of at least 130 knots true air speed (TAS), over a distance of 230 NM, whilst being able to satisfy requirement reference 15-60-103
The SAR Helicopter should be able to maintain a maximum cruise speed of between 140 knots and 160 knots TAS at 2,000 feet pressure altitude
Special Police Operations (SPO)

The SAR Helicopter shall be able to support Special Police Operations (SPO) by expedient reconfiguration to SPO Helicopter with installation of SPO role equipment

The SPO role equipment fixed provisions in the SAR Helicopter shall not significantly degrade performance
The SAR Helicopter shall have SPO role equipment kits of removable parts, to complete the role change to SPO Helicopter
At least one SPO role equipment kit shall be able to be transported (uninstalled) inside a SAR Helicopter

The SPO Helicopter shall have ballistic protection for occupants equivalent to at least Level 1 according to Annex A to STANAG 4569 (edition 2) (armoured vehicles) Fra Gram:  Kinetic Energy 7.62 x 51 NATO Ball (Ball M80) at 30 meters with velocity 833 m/s

The SPO Helicopter ballistic protection shall include 5 armoured seats, three for Flight Crew plus two additional in the cabin
The ballistic protection shall cover at least 250 cm of the cabin length with protection angles of 0 to -90 degrees in elevation throughout 360 degrees in azimuth when helicopter is in level attitude and personnel seated on the floor
The cabin ballistic protection shall be modular to enable shorter cabin lengths to be covered, as required, for weight reduction
The SPO Helicopter shall be tolerant to damage resulting from ballistic impact
The SPO Helicopter should incorporate databus to enable future upgrade of military communication systems
The SAR Helicopter tactical UHF radios shall incorporate ECCM Have Quick I and II, and encryption functionality modes for secure radio communication in conjunction with Government furnished encryption devices, when installed in SPO Helicopter

HAVE QUICK is the codename of an American Frequency Hopping system. It is used for the protection of military UHF radio traffic, such as air-to-air and ground-to-air communications in the 225-400 MHz band. It was introduced in 1980 as an Electronic Counter Counter-Measure (ECCM) after it became clear in the 1970s that aircraft communication could easily be intercepted and jammed by a third party with inexpensive means.

As most of the radios used in aircraft communication were already synthesizer-based, it was relatively easy to add frequency hopping to it. As of 2007, nearly all US military aircraft use HAVE QUICK frequency hopping. HAVE QUICK was later improved to HAVE QUICK II and is now in use by both the US and the UK. HAVE QUICK II is also used by the Second generation Anti-jamming Tactical UHF Radio for Nato (SATURN).
The SAR Helicopter tactical UHF radios should have the possibility to incorporate future NATO standards for ECCM (SATURN), Crypto (NSA Type 1 encryption algorithms) and waveforms (Integrated Waveform)

The SPO Helicopter shall have provisions for and SATCOM functionality to enable secure beyond line of sight voice communications and data exchange with NORSOF C4IS, in conjunction with Government furnished portable radio
The SPO Helicopter shall have provisions for and VHF/UHF radio functionality to enable secure line of sight voice communications and data exchange with NORSOF C4IS, in conjunction with Government furnished portable radio
The SPO Helicopter shall have provisions for connecting a portable computer to power supply, a position data host (or external GPS antenna) and an AN/PRC 117G (GFE) via Ethernet cable to enable secure NORSOF tactical data exchange
The SPO Helicopter tactical communication solution should include relay station functionality for secure UHF line of sight voice and data communications in conjunction with Government furnished portable radios
The SPO Helicopter tactical communication solution shall be able to be operated from the vicinity of the Mission System console to enable monitoring of sensor images simultaneously with tactical communications
The SPO Helicopter shall have two firing positions on each side of the cabin, including mounting points for soft slings to stabilize hand held firearms from seated position
The SPO Helicopter shall have functionality for fast rope insertion of personnel
The fast rope solution shall enable at least four personnel, weighing 440 kg on each fast rope simultaneously
The SPO Helicopter should have functionality for fast rope insertion on both sides simultaneously
The SPO Helicopter should have functionality for fast rope insertion from four locations simultaneously
The SPO Helicopter shall be capable of flying with the fast rope(s) installed and secured at IAS of at least 90 knots
The SPO Helicopter should have functionality for rappelling from at least 4 ropes simultaneously
The SAR Helicopter should have an installation of radioactive measurement equipment for internal environments, to provide information regarding Crew exposure
The SAR Helicopter shall have functionality to enable ATS communication in the military UHF band (minimum frequency range 225MHz - 400MHz) simultaneously with one VHF and one tactical UHF communication
The SAR Helicopter shall have functionality for detection and identification of aerial vehicles
The tactical communications management functionality shall encompass digital link system(s) for receipt of tasking information and reporting via available communication media (e.g. HF, VHF, UHF, SATCOM etc.)
The SAR Helicopter should have functionality to enable dual tactical communication in the military UHF band (minimum frequency range 225MHz - 400MHz)
The SAR Helicopter shall have a Mission System incorporating controls and displays of mission sensors, aircraft systems, tactical communication systems and information databases
A dedicated workstation (Mission System Console) shall enable the System Operator to operate and manage the Mission System
The Mission System Console shall include two large (minimum 24 in.), HD, NVIS compatible, colour displays with bezel control switches with programmable functions
The SAR Helicopter shall have modern technology multi-mode radar system functionality suitable for maritime search and rescue
The tracking functionality shall enable at least 20 simultaneous targets to be tracked
The primary radar control station shall be located at the Mission System Console


Systemer nevnt i det korte utdraget av kravspesifikasjonene indikerer altså massevis av utstyr. Ja, dette er et kontra-terrorhelikopter og ikke bare et redningshelikopter. Konsollet i kabinen, Mission System Control, er etter min mening overflødig i et sivilt redningshelikopter. Med alt utstyret det skal inneholde, så tror jeg det må veie nær 100kg som i stedet kunne vært brennstoff og gulvplass, bare som et eksempel.
